In India, reservations are provided under the Constitution of India for certain categories such as Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs). The OBCs is sub-categorised as creamy and non-creamy layer based on the annual income.
The creamy layer is treated equally to the general category. Thus, the privileges of a reserved category are not available to the creamy layer. The non-creamy layer enjoys the privileges provided to a reserved category. The non-creamy layer certificate is also known as the OBC certificate.
The people who fall under the non-creamy layer are qualified for all the OBC category benefits. The eligible persons should obtain the non-creamy layer certificate to get all the benefits provided for the category. The non-creamy layer certificate helps to get employment positions set aside for holders of the certificate in public and central government sectors.
Students having a non-creamy layer certificate are given privileges, such as lower cut-off and reserved positions at government and government-funded universities and colleges. The non-creamy layer has more accessible entry to work opportunities, government subsidies and education than the creamy layer sector.
The eligible individuals can apply for a non-creamy layer certificate online or offline.
