In the Odisha Budget 2024-25, the government introduced the ‘Kalia’ Scheme with a new name, CM Kisan Yojana Odisha, to accelerate agricultural growth in the State and reduce poverty. The Odisha Budget 2024-25 granted Rs.1,935 crores towards the CM Kisan Yojana Odisha.
The Chief Minister of Odisha officially launched the CM Kisan Yojana Odisha on 8 September 2024. This scheme empowers small, marginal and landless agricultural households in Odisha by providing them with essential financial support. It is started for the betterment of the farmers, including poultry farmers, fishermen, and others in the state.

Small and marginal farmers are farmers who have land holdings of less than 2 hectares.
Landless agricultural households mean rural landless labourers who depend on agriculture as their primary activity.
The following farmers are not eligible to receive the benefits of the CM Kisan Yojana:
There are three components under the CM Kisan Yojana that provide different benefits, which are as follows:
Under this component, small and marginal farmers get financial support of Rs. 4,000 per year for cultivation. The financial support is given in two installments of Rs.2,000 per crop season (Rabi and Kharif seasons).
The amount provided under this component can be used to purchase different agricultural inputs like fertiliser, seeds and pesticides and to meet the expenditure towards labour charges and other investments in the field operations based on the farmers’ choice. This assistance is in addition to the PM Kisan Samman Nidhi Scheme benefits.
Horticulture, livestock, and fishery-based activities are the key drivers of the growth of the economy in rural areas, especially for landless households, since income from wage labour alone is insufficient. Thus, agriculture and allied sectors assume significance as additional activities in rural areas, substantially enhancing their income and overall well-being.
Landless agricultural households can select any of the livelihood activities listed below and get financial assistance of Rs.12,500 per year under this component in three installments to enhance their income and overall well-being. The list of activities is as follows:
Under the Krushi Bidya Nidhi Yojana component, financial assistance is extended to the children of the CM KISAN beneficiaries to pursue professional or technical courses, like engineering, medical, nursing, agriculture and allied, diploma and different trades in ITI in government and private institutions having AISHE code of the state.
This will lead to better access to higher education for children of small and marginal farmers and landless agricultural households and support them in empowering the socio-economic status of their family.

Step 3: Read the guidelines, tick the declaration and click ‘Proceed’.
Step 4: Enter your Aadhaar number, captcha code and click ‘Get OTP’.
Step 5: Enter the OTP and click ‘Verify’.
Step 6: Enter your mobile number and click ‘Get Mobile OTP’.
Step 7: Enter the OTP and click ‘Verify’.
Step 8: Select farmer type ‘SMF’ (Small Marginal Farmer), ‘MLF’ (Medium Large Farmer) or ‘LAH’ (Landless Agricultural Households). Next, select ‘Rural’ or ‘Urban’ option. Click on ‘Verify’ under the ‘Bank Account Seeding Status’ heading. The name of the bank linked to your Aadhaar will be displayed. Click on ‘Proceed’.
Step 9: Fill out the required information on the registration form, tick the declaration and click ‘Submit’.
Step 10: The token number will be displayed on the screen. The token number will also sent to your mobile number.

Step 3: Enter the Aadhaar number or token number and click ‘Show’.
Step 4: The status of the CM Kisan application will be displayed on the screen.

Step 4: Click on the icon under the ‘Download (SMF)’ or ‘Download (LAH)’ column. The beneficiary list will be downloaded. You can open the downloaded document to check if your name is on the beneficiary list.
The CM Kisan Yojana is a farmer welfare scheme that provides assistance to small and marginal farmers and landless agriculture households. The Odisha government has allocated Rs.1,935 crore for this scheme to create a robust support system for around 46 lakh farmers, including landless farmer families.
