The Har Ghar Bijli Lagatar is a scheme launched by the Bihar Government under the Saat Nishchay scheme portfolio. This scheme was the last of the seven schemes to be launched under the Saat Nishchay schemes.
The Chief Minister of Bihar, Shri. Nitish Kumar launched the Har Ghar Bijli Lagatar scheme on 15 November 2016. This scheme aims to provide electricity connection to every house in the state. The state government directed officials and agencies to implement this scheme on a priority basis.
The Har Ghar Bijli Lagatar scheme’s main objective is to provide a free electricity connection to all the houses in Bihar. This scheme aims to ensure the availability of electricity in all urban and rural households in the State of Bihar. The houses that did not have an electricity connection will be covered under this scheme. This scheme aims to give an electricity connection to 50 lakh households.
Around 50% of the APL (above poverty line) families in rural Bihar without an electricity connection will be covered under this free electricity connection scheme. All rural and urban households without electricity are eligible to obtain electricity connection under this scheme.
For obtaining a free electricity connection, the beneficiaries had to contact the implementing agency at the state/district level. The implementing agencies at the state level are urban local bodies, and at the district level are the panchayat bodies. This scheme was launched in 2016 and was implemented by the year 2018.
Under this scheme, electricity connectivity was provided to 39,073 villages for achieving the goal of electrification by December 2017. By April 2018, electricity connectivity was provided to all the rural habitations for achieving the goal of electrification to around 1.06 lakh rural habitations. Under this scheme, electricity connectivity was provided to 1.19 crore households by December 2018.
Under this Har Ghar Bijli Lagatar scheme, electricity connections will be given free of cost, and the beneficiaries will not be charged any fee for the connection. However, the beneficiaries need to pay the monthly electricity consumption bill. In case a person/household does not want to obtain an electrical connection, he/she has to give the same in writing along with the reason.
This scheme was launched to provide electricity to every household in the state to fulfil the promise of a better power situation in Bihar and improvement in the overall lifestyle. The scheme will help to brighten many homes and contribute to the overall development of the state of Bihar.
