GST in itself is such a huge change that the government has decided not to spring any more shocks on the public. A decision has been made to keep education, healthcare, and pilgrimages outside the purview of GST. These services are outside the tax net currently and maintaining the status quo, even if only to aid transition, will mean the consumers and small and medium enterprises can breathe a sigh of relief. The final GST rates for goods and services will be fixed in the next GST Council meeting on 18-19 May, in Srinagar.
