What is the Kerala Free Bus Travel Scheme for Women?

The Kerala women KSRTC scheme is one of the flagship promises under the UDF government's Indira Guarantee scheme Kerala. The proposal was approved by the first Cabinet meeting of the new government and will be implemented through the Kerala State Road Transport Corporation (KSRTC).

  • The objective is to make public transportation more affordable and accessible for women while improving workforce participation and reducing travel costs. 
  • The government has also confirmed that transgender persons will be eligible for the scheme.
  • The scheme follows a model already implemented in states such as Karnataka, Tamil Nadu, Telangana, Andhra Pradesh, and Punjab. However, Kerala has chosen a phased implementation beginning with KSRTC ordinary services.

Eligibility — Who can Avail the Free Travel?

The Kerala government has announced that the scheme will be available to:

  • Women travelling on eligible KSRTC services
  • Transgender persons
  • Residents travelling on covered KSRTC routes across Kerala

The government has not announced any income-based restrictions under the scheme. Unlike many welfare programmes, there is currently no distinction between APL and BPL households.

Note: Detailed operational guidelines are expected to be issued before the official launch.

Who is NOT Eligible in Phase 1?

The following categories are not covered during the initial rollout:

  • Passengers travelling on Fast Passenger buses

The first phase covers approximately 3,000 KSRTC Ordinary Buses.

KSRTC has already deployed gender-tagged electronic ticketing machines that will help record beneficiary travel data.

Not Covered in Phase 1

The following services are excluded during the initial phase:

  • Around 1,400 Super Class buses
  • Around 300 Fast Passenger buses
  • Around 300 City Fast buses
  • Long-distance reserved services
  • Premium and sleeper services

Note: The government will review the scheme after 100 days and may consider extending benefits to additional bus categories based on operational and financial assessments.

How to Avail the Free Travel — Step by Step

Women travelling under the scheme can follow these steps:

Step 1: Board an eligible KSRTC Ordinary Bus from 15 June 2026.

Step 2: Inform the conductor that you are travelling under the free travel scheme.

Step 3: Follow any identification or verification procedure specified in the final operational guidelines.

Step 4: The conductor records the journey using KSRTC's electronic ticketing machine.

Step 5: Travel without paying the applicable fare if eligible under the scheme rules.

KSRTC will use its digital ticketing infrastructure to track daily ridership and claim reimbursement from the government.

Financial Impact on Kerala Government and KSRTC

Key estimates include:

  • Annual cost of approximately ₹712 crore for ordinary bus services under Phase 1.
  • This translates to an estimated government expenditure of around ₹60 crore per month during the initial rollout.
  • If the scheme is later extended to Fast Passenger, Super Fast, and other KSRTC services, the annual cost could increase to approximately ₹1,300 crore, raising the monthly expenditure to around ₹90–₹110 crore.
  • A separate reimbursement mechanism will be created to compensate KSRTC for revenue foregone under the scheme.

The Kerala government has clarified that the reimbursement will be provided through budgetary support rather than being absorbed by KSRTC's existing revenue streams. At the same time, increased ridership may generate additional revenue from non-beneficiary passengers and improve overall bus utilisation across the network.

Phase-wise Rollout Plan

The government has opted for a phased implementation strategy.

Phase 1 (15 June 2026 – Around September 2026)

During the first 100 days:

  • Free travel will be available on KSRTC Ordinary Buses
  • Passenger usage data will be collected

Phase 2 (Under Consideration)

Following the review period, the government may consider:
