The TN free bus travel scheme for women, also known as Magalir Payanam (formerly Vidiyal Payanam Thittam), is a welfare initiative of the Tamil Nadu Government. The zero ticket bus travel scheme allows eligible women and transgender persons to travel free on ordinary government buses.

The Tamil Nadu Government has renamed the Vidiyal Payanam Thittam as Magalir Payanam. The renaming does not change the scheme's eligibility, benefits or operational guidelines. 

The government is also considering expanding free travel to additional non-AC government buses under the proposed Vetri Payanam Thittam, though the proposal has not yet been implemented.

What is the TN Free Bus Travel Scheme for Women?

The TN free bus travel scheme for women, officially known as Magalir Payanam (earlier Vidiyal Payanam Thittam), was launched by the Government of Tamil Nadu in May 2021. 

The scheme is implemented through the Tamil Nadu State Transport Corporation (TNSTC), Metropolitan Transport Corporation (MTC) and other State Transport Undertakings under the Social Welfare and Women Empowerment Department.

• The objective of this zero ticket bus travel scheme is to make public transport more affordable for women by eliminating daily bus fares on eligible government bus services. 
• It enables women to travel for work, education, healthcare and other essential purposes without paying fares on notified ordinary buses.
• Under the scheme, eligible passengers receive a Zero Fare Ticket (Zero Ticket) from the conductor instead of purchasing a regular ticket.

Who is Eligible for the TN Free Bus Travel Scheme?

The TN women free bus travel eligibility criteria are simple and do not involve income-based screening.

The following persons are eligible to travel free on notified buses:

• Women residing in Tamil Nadu.
• Transgender persons.
• Female students travelling on eligible government buses.
• Working women, homemakers, senior citizens and other eligible women commuters.

The zero ticket bus travel scheme does not prescribe any minimum income, occupation or age criteria for availing free travel. Eligible passengers simply need to travel on buses covered under the scheme.

How does the TN Free Bus Travel Scheme Work?

One of the biggest advantages of the Tamil Nadu free bus scheme for women is that there is no application process.

Follow these steps to avail the benefits of the zero ticket bus travel scheme:

Step 1: Board an eligible ordinary government bus operated by TNSTC, MTC or another State Transport Corporation.

Step 2: Inform the conductor about your destination.

Step 3: The conductor will issue a Zero Fare Ticket (Zero Ticket) instead of charging the fare.

Step 4: Retain the ticket until your journey is completed.

Although registration is not required, passengers should carry a valid photo identity card whenever requested for verification.

Which Buses are Covered?

The free travel benefit applies only to ordinary government buses notified under the TN free bus travel scheme for women.

Covered services include:

• Ordinary town buses.
• Ordinary city buses.
• Metropolitan Transport Corporation (MTC) ordinary buses in Chennai.
• Ordinary buses operated by TNSTC and other State Transport Corporations.

These buses generally issue Zero Fare Tickets to eligible passengers.

Buses Not Covered

Passengers travelling on excluded buses must purchase regular tickets.

Proposed Expansion: Vetri Payanam Thittam

The Tamil Nadu Government is considering expanding the existing TN free bus travel scheme for women under the proposed Vetri Payanam Thittam. If implemented, the proposal would extend free travel beyond the currently covered ordinary buses to additional non-AC government buses, improving connectivity across districts.

According to reports, the proposal may expand the scheme from around 7,300 ordinary buses to nearly 15,400 government buses, including approximately 7,600 mofussil buses and 500 SETC seater buses.

Note: Vetri Payanam Thittam is currently only a proposal. Until an official notification is issued, free travel continues only on buses covered under the existing Magalir Payanam scheme.
