What is Pradhan Mantri Viksit Bharat Rozgar Yojana?

Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY), formerly known as the Employment Linked Incentive (ELI) Scheme, is a Central Sector employment scheme that provides financial incentives to first-time employees and employers generating additional jobs. 

The scheme came into effect on 1 August 2025 and covers eligible employment created between 1 August 2025 and 31 July 2027. The PM Viksit Bharat Rozgar Yojana aims to formalise India's workforce, expand social security coverage, and encourage sustained employment generation.

Objectives of PM Viksit Bharat Rozgar Yojana

PM Viksit Bharat Rozgar Yojana was originally announced as the Employment Linked Incentive (ELI) Scheme in the Union Budget 2024-25 as part of the Prime Minister's package of five schemes aimed at supporting 4.1 crore youth with an overall outlay of ₹2 lakh crore.

The key objectives of the scheme are:

  • Promote formal employment generation
  • Encourage first-time workers to enter the formal workforce
  • Increase EPFO and social security coverage
  • Incentivise employers to create additional jobs
  • Boost manufacturing employment
  • Support the Government's Viksit Bharat vision through employment-led growth

Eligibility for Viksit Bharat Rozgar Yojana

The eligibility criteria under PM-VBRY differ for first-time employees, and employers. 

I. Eligibility for First-Time Employees (Part A)

To receive benefits under Part A of PM-VBRY, an employee must:

  • Be a first-time EPFO member and not have been a member of EPFO or an exempted provident fund trust before 1 August 2025.
  • Join an eligible establishment between 1 August 2025 and 31 July 2027.
  • Earn a gross monthly wage of up to ₹1 lakh at the time of joining.
  • Have an Aadhaar-authenticated UAN generated through Face Authentication on the UMANG app.
  • Complete at least 6 months of continuous service to become eligible for the first installment.

II. Eligibility for Employers (Part B)

To receive incentives under Part B of PM-VBRY, an employer must:

  • Be registered under the EPF & MP Act, 1952.
  • Generate additional employment over the prescribed baseline workforce.
  • Add at least 2 new employees if the establishment has fewer than 50 employees.
  • Add at least 5 new employees if the establishment has 50 or more employees.
  • Ensure eligible employees remain employed for at least 6 months.
  • Maintain a valid PAN, GSTIN/TAN, and PAN-linked business bank account.
  • File monthly Electronic Challan-cum-Returns (ECRs) within the prescribed timelines.

How the Two Installments Work for Employees (Part A)

The employee incentive under PM-VBRY benefits is equivalent to one month's EPF wage, subject to a maximum benefit of ₹15,000. The PM-VBRY benefits amount is released in two installments to encourage continued employment and financial inclusion.

I. First Installment

  • Payable after completing 6 months of continuous employment with an eligible establishment.
  • Eligible employees can receive up to ₹7,500 as the first installment.
  • The incentive is transferred directly to the employee's Aadhaar-seeded bank account through Direct Benefit Transfer (DBT).

II. Second Installment

  • Payable after completing 12 months of continuous employment.
  • Employees must complete the prescribed financial literacy programme to become eligible.
  • The remaining eligible incentive amount is released after meeting the scheme conditions.

Note:

  • The maximum PM-VBRY benefit available under Part A is ₹15,000 per eligible employee.
  • Employees earning up to ₹1 lakh per month can avail PM-VBRY benefits.
  • Employees must have an Aadhaar-authenticated UAN and an Aadhaar-seeded bank account.
  • A portion of the incentive is deposited in a designated savings instrument or deposit account for a fixed period and can be withdrawn later as per scheme guidelines.

Documents Required for PM Viksit Bharat Rozgar Yojana

The documents and details required under PM-VBRY differ for employees and employers. Employees must ensure their Aadhaar, bank account, and UAN details are updated, while employers must maintain valid business and EPFO registration records.

A. For Employees

  • Aadhaar card linked with a mobile number
  • Aadhaar-seeded bank account for receiving DBT payments
  • Universal Account Number (UAN)
  • UMANG app for Aadhaar Face Authentication and UAN activation
  • Bank account details, including account number and IFSC code

Note: Employees do not need to submit a separate PM-VBRY application. Eligibility and verification are processed through EPFO records and employer filings.

B. For Employers

  • PAN
  • GSTIN or TAN, as applicable
  • PAN-linked business bank account
  • EPFO Establishment ID and registration details
  • Monthly Electronic Challan-cum-Return (ECR) filings
  • Valid Digital Signature Certificate (DSC) or authorised e-Sign for portal-based declarations and compliance requirements

How to Register for PM Viksit Bharat Rozgar Yojana?

The PM Viksit Bharat Rozgar Yojana registration process under PM-VBRY differs for employees and employers.

A. For Employees

Step 1: Download the UMANG app and generate or activate your Universal Account Number (UAN) using Aadhaar Face Authentication.

Step 2: Link your Aadhaar with your bank account to receive incentive payments through the Aadhaar Bridge Payment System (ABPS).

Step 3: Join an EPFO-registered establishment and provide your Aadhaar and UAN details to the employer.

Step 4: Complete at least 6 months of continuous employment to become eligible for the first installment under the scheme.

Step 5: Complete 12 months of continuous service and the prescribed financial literacy programme to receive the second installment.

B. For Employers

Step 1: Visit the official PM-VBRY portal and log in using your EPFO employer credentials.

Step 2: Complete the one-time registration by providing PAN, GSTIN/TAN, and PAN-linked bank account details.

Step 3: Register eligible employees hired during the scheme period and ensure they satisfy the scheme's eligibility conditions.

Step 4: Meet the prescribed additional employment requirement based on the establishment's workforce size.

Step 5: File monthly Electronic Challan-cum-Returns (ECRs) within the prescribed timelines.

Step 6: Receive incentives in the PAN-linked business bank account after fulfilling the employment generation and retention requirements.

How to Check PM-VBRY Beneficiary Status?

Employees and employers can track PM-VBRY benefits and incentive payments through the official PM-VBRY and EPFO platforms.

A. For Employees

Step 1: Visit the PM-VBRY portal and log in using your UAN and other required credentials.

Step 2: Check the status of incentive payments and eligibility under the employee section.

Step 3: Log in to the EPFO Member Portal using your UAN and password to view employment and contribution details.

Step 4: Access your EPFO passbook to verify incentive credits and EPF contributions.

Step 5: Use the UMANG app to access EPFO services and track account-related updates.

B. For Employers

Step 1: Visit the PM-VBRY portal and log in using EPFO employer credentials.

Step 2: Access the employer dashboard to view registered employees, eligibility status, and incentive details.

Step 3: Review monthly Electronic Challan-cum-Return (ECR) filings and employment records.

Step 4: Track incentive payments credited to the PAN-linked business bank account.

What to Do if the Payment is Delayed?

If the incentive amount is not credited despite meeting the eligibility conditions, verify that the employee's Aadhaar is linked to the bank account and that the employer has filed the required ECRs on time. 

Since payments are processed through the Aadhaar Bridge Payment System (ABPS), incorrect Aadhaar-bank account linkage may delay benefit transfers.

Implementation and Monitoring

The scheme is administered by the Ministry of Labour & Employment, while EPFO is responsible for operational implementation and monitoring.

The governance structure includes:

  • Governing Body headed by the Secretary, Ministry of Labour & Employment
  • Executive Committee headed by the Central Provident Fund Commissioner (CPFC)
