Pradhan Mantri Awas Yojana is a social welfare flagship programme of the Indian Government. It was launched in 2015 to provide pucca houses to all eligible beneficiaries in the urban and rural areas of the country. This article covers the Pradhan Mantri Awas Yojana components, eligibility, application process and benefits.

What is Pradhan Mantri Awas Yojana?

Pradhan Mantri Awas Yojana (PMAY) was launched with the aim to provide housing at an affordable price to the weaker sections of the society, lower income group people, urban poor, and rural poor. The Yojana involves a construction of around 20 million houses at an affordable price. The Pradhan Mantri Awas Yojana has two components:

  1. Pradhan Mantri Awas Yojana Urban (PMAY-U)
  2. Pradhan Mantri Awas Yojana Gramin (PMAY-G)

The scheme is also linked with other schemes like:

  • Swachh Bharat Abhiyan which aims at reducing open defecation by constructing in-house toilets and community-owned toilets and aims to maintain cleanliness around the streets, roads, and houses
  • Saubhagya Yojana which aims at providing electricity connection
  • Ujjwala Yojana which aims at providing LPG Gas connection
  • Accessibility of pure drinking water
  • Pradhan Mantri Jan Dhan Yojana which aims at opening a zero balance account and spreading banking facilities to each and every person in the society.

Pradhan Mantri Awas Yojana Urban (PMAY-U)

PMAY-U focuses on providing affordable houses to all eligible families/ beneficiaries not having a pucca house in cities and towns. All houses under the PMAY-U will have basic amenities, such as water supply, kitchen, electricity and toilet.

This scheme promotes women empowerment by providing the house/ land ownership in name of the female member or in joint names. Under this scheme, preference is given to slum dwellers and other people belonging to Economically Weaker Sections (EWS), Low Income Group (LIG) and Middle Income Group (MIG) categories in the urban areas.

In the Union Budget 2024, the Finance Minister announced that under the PMAY-U 2.0, housing needs of 1 crore eligible urban families will be addressed in the next 5 years.

Pradhan Mantri Awas Yojana Gramin (PMAY-G)

PMAY-G focuses on providing pucca houses to all households living in kutcha houses or all houseless people in rural areas. This scheme combines with other Government schemes to provide basic amenities to the houses, such as electricity, drinking water, clean and efficient cooking fuel, toilet, treatment of solid and liquid waste etc.

Under this scheme, cost of unit assistance will be shared between the Central and State Government in the ratio 60:40 in plain areas and 90:10 for North Eastern states, Himachal Pradesh, Uttarakhand and Jammu and Kashmir.

The Union Cabinet approved for the implementation of the PMAY-G during FY 2024-25 to 2028-29 for the construction of additional 2 crore houses. The Ministry of Rural Development will provide assistance to 4.95 crore eligible rural households with basic amenities by March 2029.

Components of PMAY Gramin (PMAY-G)

The PM Awas Yojana - Urban has 4 major components:

  • In-Situ Slum Redevelopment (ISSR) – Under this, slum redevelopment grant of Rs. 1 lakh per house is provided for all houses built for eligible slum dwellers. It aims at leveraging the potential of land under slum areas and providing houses to slum dwellers with participation of private developer.
  • Credit Linked Subsidy Scheme (CLSS) –  Under this, the government will provide an interest subsidy of 6.5%, 4% and 3% on loan amount upto Rs. 6 lakh, Rs. 9 lakh and Rs. 12 lakh for the eligible beneficiaries belonging to EWS, LIG, MIG-I and MIG-II respectively obtaining housing loans from banks, housing finance companies and other institutions.
  • Affordable Housing in Partnership (AHP) –  In partnership with the Public and Private sector, Rs. 1.5 lakh will be provided to the EWS houses in affordable housing projects where at least 35% of the houses are for EWS category and a single project has at least 250 houses.
  • Beneficiary-led Individual House Construction or Enhancement (BLC) –  Under this component, families belonging to EWS category will get a central assistance of Rs 1.50 lakh to construct new houses on their own land.
  • Affordable Rental Housing (ARH) Under this two models are available. Model-1 will utilise existing Government funded vacant houses by converting them into ARH under PPP mode or by public agencies. Model-2 will construct, operate and maintain rental housing by private or public entities for working women, urban poor, employees of industries, industrial estates, institutions, and other eligible EWS/ LIG families.
