DDA Housing Scheme

The Delhi Development Authority (DDA) introduced the DDA housing scheme to dispose of newly built-up flats to the persons not having their own houses. The DDA housing scheme is linked to the credit-linked subsidy scheme under the Pradhan Mantri Awas Yojana – Housing for All (Urban). 

The eligible persons can apply for the DDA housing scheme online, and the DDA will allot flats to them by issuing a demand-cum-allotment letter. The applicants to whom the flats are allotted, i.e. allottees, must pay the flat amount, submit the required documents and take possession of the flat. After taking possession of the flat, the DDA will execute a conveyance deed of the flat in the name of the allottee. 

The conveyance deed will be registered with the sub-registrar as per the law. The conveyance deed is the title paper of the flat and proof of ownership of the allottee over the allotted property. The process of application, payment and issuance of possession letters of the DDA housing scheme is done online through the AWAAS software.

DDA Housing Scheme, 2021

On 2 January 2021, the DDA announced the DDA housing scheme, 2021. The DDA received around 30,000 applications for the housing scheme. Out of the 1,354 DDA flats launched in the DDA housing scheme 2021, about 689 flats have been surrendered, the majority being from the MIG (Middle Income Group) category, followed by the EWS (Economically Weaker Section) category. 

Around 130 waitlisted applicants applied for the allotment of the surrendered DDA flats. The DDA conducted a draw on 25 August 2021 to allot the surrendered DDA flats to the waitlist applicants. Out of 130 waitlisted applicants, only 79 allottees came forward to pay the flat amount and take advantage of the allotment. 

The DDA will add the remaining 610 surrendered flats to the inventory of the new scheme that the DDA is planning to launch in December 2021. The DDA plans to launch the DDA housing scheme, 2022 to dispose of around 15,000 flats returned by allottees of the past DDA housing schemes. The eligible applicants can apply online to own flats under the upcoming DDA housing scheme 2022. 

Eligibility Criteria to Apply for the DDA Housing Scheme

  • The applicants should be citizens of India.
  • The applicants must be more than 18 years old.
  • The applicants must not own a residential plot or flat exceeding 67 sq metres carpet area in their name or the name of their spouse, dependent relations, including unmarried children, in the urban areas of New Delhi, Delhi or Delhi Cantonment.
  • An applicant can submit only one application, either in his/her name or as a joint applicant.
  • A husband and wife can apply separately for the scheme, but only one can retain the flat if both are selected in the draw as allottees. 
  • The applicants applying for the EWS flats should not have income more than Rs.3 lakh p.a., and their household income should not exceed Rs.10 lakh p.a. There are no income criteria for other category applicants.
  • The applicants must have a PAN number.

DDA Housing Scheme Application Procedure

The eligible applicants can apply for the DDA housing scheme by following the below process:

  • Visit the DDA e-services platform and click on the ‘DDA Housing Scheme’ option given on the right-hand side tab of the page.
  • Click on the ‘Registration’ option on the page.
  • On the new page, fill in the details like PAN number, mobile number, Aadhaar card, etc., to register for the scheme.
  • An OTP will be sent to the mobile number for confirmation. Enter the OTP and complete the registration process.
  • After registration, visit the DDA e-services platform, click on the ‘DDA Housing Scheme’ option and click on the ‘Login’ button. 
  • Enter the PAN number, password and click on the ‘Login’ button. 
  • The application form will be displayed on the screen along with the following options: 
    • DDA Schemes: To fill the application form for the scheme.
    • AWAS Application: To view the application form and make an online payment.
    • My Payment: To view the payment details.
  • Click on the ‘DDA Schemes’ option. 
  • Fill in the personal details, address details, bank details, joint applicant details on the application form. Select the category and location preferences on the application form.
  • Upload the scanned image of the applicants’ signature and photograph or the joint applicant’s photograph and signature.
  • Select the declaration box after going through the declaration at the bottom of the page.
  • Submit the application form by clicking on the ‘Submit’ button. 
  • After submitting the application form, the applicant will have to pay the registration amount online.
  • The applicants can pay the registration amount through net banking or NEFT/RTGS. 
  • Select the bank name and payment method. 
  • The E-challan will be displayed on the screen with the application form number and amount. Click on the ‘Continue’ button to make payment. 
  • Take the printout of the E-challan generated online and deposit the registration amount.
  • Print the ‘Acknowledgement Slip’ after paying the registration amount. The applicants can check the acknowledgement slip from the ‘My Payment’ option.

Documents Required for the DDA Housing Scheme

The applicants must submit the below documents while filling the application form for the DDA housing scheme:

  • Applicant’s passport-size photo.
  • Applicant’s signature.
  • Applicant’s joint passport size photo (in case of joint application).
  • Applicant’s joint signature (in case of joint application).
  • Bank account details.

After the DDA allots the flats to the allottee through the demand-cum-allotment letter, allottees must submit the following documents to get possession of the allotted flats:

  • PAN card.
  • ID proof and address proof, such as voters ID card, driving license, ration card, Aadhaar card, etc.
  • Bank account passbook/bank statement. 
  • Proof of income for EWS category allottees issued by Tehsildar/SDM (Sub-Divisional Magistrate). 
  • Category certificate issued by district magistrate/SDM (in case of reserved category allottees).
  • Disability certificate (In case of an application filed under persons with disability category). 

Registration Fees for DDA Flats Under DDA Housing Scheme

The applicants applying for the DDA housing scheme must deposit registration money while submitting the online application as provided below:

Mode of Allotment Under DDA Housing Scheme

All eligible candidates will be considered for allotment, and the allotment is made through a computerised draw based on the random number technique. The applicants can view the results on the DDA website. The allottees will be issued the demand-cum-allotment letter online three months before the date of handing over the possession of the flat.

The allottees must pay the cost of the allotted flat within 90 days from the issue of the demand-cum-allotment letter to take possession of the flat. The allottee can take possession of the flat and execute the conveyance deed after completing all formalities, paying the flat amount, and submitting the required documents.
