Documents Required for New Passport

The following is a list of documents required for new passport: 

I. Address Proof

Documents Required for Minor's Passport

Applicants below 18 years of age are considered minors for passport purposes. The documents required for Indian passport for minors are:

  • Birth certificate of the minor
  • Proof of address
  • Proof of the parents' citizenship
  • Annexure D is generally required when both parents provide consent for the passport application
  • Annexure C may be required in specific cases where one parent is applying without the consent of the other parent
  • Children below four years should carry one recent passport-size photograph (4.5 cm × 3.5 cm) with a white background
  • Any additional documents as required by the passport office

For a minor's passport application, only one parent or legal guardian needs to accompany the child to the Passport Seva Kendra (PSK). 

  • In cases where both parents consent to the application, a duly filled Annexure D signed by both parents must be submitted. 
  • If one parent is unable or unwilling to provide consent, the accompanying parent may submit the appropriate declaration, such as Annexure C, subject to the applicable Passport Seva guidelines. 
  • Address proof may be provided in the name of either parent. If the parents hold valid passports, they should carry the original passports along with self-attested photocopies for verification.

Documents Required to Reissue Passport for Minors

Here is the list of the documents required for the reissue of a minor’s passport:

  • Previous Passport: The original expired or expiring passport, photocopies of the first two and last two pages, including the ECR or non-ECR page (previously ECNR), and any pages with observations.
  • Parental Consent: A letter of consent from both parents or legal guardians granting permission for the passport reissue.
  • School Leaving Certificate: A photocopy of the school leaving certificate may be needed to verify the minor’s details.
  • Address Proof: One of the following documents from the parents can be submitted as proof of address:
    • Utility bills (electricity, telephone, water supply, or gas) in the name of the applicant
    • Voter ID card
    • Aadhaar card
    • A bank statement with a recent photo of the applicant
    • Driving licence
    • Rent agreement
    • Income tax assessment order

Documents Required to Reissue Passport

A passport can be reissued for the following reasons:

  • Passport validity is expiring or has expired
  • Exhaustion of passport pages
  • Change in name
  • Change in address
  • Change in personal particulars
  • Lost passport
  • Damaged passport
  • Renewal of a Short Validity Passport (SVP)

The following documents are required when applying for a reissue of your passport:

I. Old Passport

  • Present the original expired or soon-to-expire passport (less than 1 year validity).
  • Submit the passport even if it is damaged or expired.
  • Provide a self-attested photocopy of the first two and last two pages.
  • Include a self-attested copy of the ECR/non-ECR page.

Documents Required For Tatkaal Passport

Documents required for a Tatkaal passport include standard proof of address, proof of date of birth, and proof of identity documents. 

I. For Adults (18 years and above)

  • Aadhaar Card
  • PAN Card
  • Voter ID Card
  • Driving Licence
  • Bank Passbook/Bank Account Statement
  • Birth Certificate
  • Previous Passport (for renewal or reissue applications)
  • Any other documents accepted under the Passport Seva guidelines

Applicants are generally required to submit any three documents from the prescribed list of acceptable documents.

II. For Minors (Below 18 years)

  • Birth Certificate
  • Aadhaar Card
  • Proof of Address
  • Parent's Passport (if available)
  • Annexure D, where both parents provide consent
  • Annexure C, where one parent applies without the consent of the other parent, subject to Passport Seva guidelines

Note: No Police Verification Certificate (PVC) is required before applying under the Tatkaal scheme. Tatkaal passports are generally issued on a post-police verification basis, subject to document verification and approval by the passport authority.

Documents Required For Official Or Diplomatic Passport

To apply for a Diplomatic or Official passport in India, the following documents are required:

  • The applicant's official identity card
  • A request letter from the forwarding officer, following the format provided on the Passport Seva portal
  • A certificate issued by the Head of Office, with the format available on the Passport Seva portal
  • Political or PMO Clearance Certificate, if applicable
  • If the applicant is about to retire (within six months from the date of application), an official undertaking from the office must be submitted

Documents Required for Passport Appointment

Carry the original documents uploaded during the application along with their self-attested photocopies for verification at the Passport Seva Kendra. Applicants generally do not need to carry passport-size photographs since photographs are captured digitally at the centre. However, children below four years of age should carry one recent passport-size photograph with a white background.

To cancel an existing passport or reissue a Diplomatic or Official passport, the applicant must provide the original Diplomatic or Official passport, along with the original Surrender or Safe Certificate or the original Cancellation Certificate.
