What is an ECNR Passport?

An ECNR (Emigration Check Not Required) passport means the holders of this passport are not required to obtain emigration clearance from the Protector of Emigrants (POE) when travelling for employment to any country. This requirement applies only to emigration clearance; it does not replace visa requirements or other immigration rules of the destination country.

The applicants who fulfil the following criteria can apply for a Non-ECR (ECNR) passport:

  • Individuals who have passed matriculation (10th standard or above).
  • Individuals holding diplomatic or official passports, their spouse and dependent children.
  • Individuals who are gazetted government servants, their spouse and dependent children.
  • Income tax payers, their spouse and dependent children.
  • Professional degree holders, such as doctors, journalists, engineers, chartered accountants, teachers, lecturers, scientists, advocates, etc.
  • Individuals who have a two-year diploma from institutes recognised by the National Council for Vocational Training (NCVT) or the State Council of Vocational Training (SCVT).
  • Individuals holding a three-year diploma or equivalent degree from government-recognised institutions, such as polytechnics.
  • Individuals who hold permanent immigration visas in countries like the USA, the UK, and Australia.
  • Seamen holding a Continuous Discharge Certificate (CDC), sea cadets or deck cadets.
  • Nurses having a qualification recognised under the Indian Nursing Council Act of 1947.
  • Individuals who are above the age of 50 years.
  • Children under 18 years.
  • Individuals staying abroad for more than 3 years and their spouses.

The Ministry of External Affairs maintains the list of countries classified as Emigration Check Required (ECR). Indian passport holders with an ECR endorsement must obtain emigration clearance before travelling for employment to those countries. The list of ECR countries includes:

  • Passport Seva Portal: Log in to the Passport Seva portal and review your application or re-issue record. The form clearly indicates whether Non-ECR was selected.
  • Regional Passport Office: If you are still unsure, visit your Regional Passport Office (RPO) or a Passport Seva Kendra (PSK) for confirmation. 

When to Apply for ECNR Passport?

Applicants who fulfil the ECNR passport eligibility criteria (as provided above) can apply for an ECNR passport at the Passport Seva Kendra:

  • At the time of a fresh passport application.
  • When submitting a re-issue request for an expiring or expired passport.

How to Apply for ECNR Passport?

Below are the steps to apply for an ECNR passport:

Step 1: Register and log in at the Passport Seva portal.

Step 2: Select the correct service (new passport or re-issue application) and fill in the application form. If you are eligible, select the ECNR option. 

Step 3: Upload scanned copies of the supporting documents required to prove ECNR eligibility.

Step 4: Pay the prescribed fee online and schedule an appointment at a Passport Seva Kendra (PSK) or Regional Passport Office (RPO).

Step 5: Attend the appointment with originals for document verification, provide biometrics and photographs, and complete any required police verification.

Step 6: Track the application status on Passport Seva portal. After the verification process, the passport will be issued without an ECR endorsement.

Documents Required for ECNR

Applicants must present original documents at the Passport Seva Kendra (PSK) along with self-attested copies. The valid document needed depends on the eligibility category as follows:

  • Educational qualification: Standard 10th (matric) pass or any higher qualification certificate.
  • Professional qualification: Certificate of professional degree.
  • Income tax payers: PAN card along with the latest Income Tax Return (ITR) acknowledgement or statement.
  • Government servants: Identity certificate, No Objection Certificate (NOC) or Prior Intimation Letter (PI).
  • Persons with diploma from NCVT/ SCVT/ government institutions: Pass certificate issued by NCVT/ SCVT/ government-recognised institute.
  • Diplomatic/official passport holders: Diplomatic passport.
  • Persons above the age of 50 years: Birth certificate issued by the Municipal Authority, school leaving certificate, or secondary school leaving certificate.
  • Children up to the age of 18 years: Birth certificate issued by the Municipal Authority.
  • Nurses passed under Indian Nursing Council Act: Nursing certificate.
  • Persons staying abroad for more than 3 years: Passport copy
  • Seamen having CDC, or Sea Cadets and Deck Cadets: Continuous Discharge Certificate.
  • Persons having Permanent Immigration Visas of the UK, USA and Australia: Copy of immigration visas, or the Permanent Resident (PR) card of the country of stay.
  • Spouses and dependent children: Marriage certificate and Birth certificate/ school leaving certificate, respectively.

ECNR Processing Time & Fees

The cost of an ECNR passport is the same as that of a regular Indian passport. The processing times and fee categories vary:

Fee Structure

  • Fresh Passport: ₹1,500 for a 36-page booklet.
  • Re-issue of Passport: ₹1,500 for a 36-page booklet.
  • Tatkaal Scheme: ₹3,500 for a 36-page booklet.

Processing Time

  • Normal application: Around 30-45 days, including police verification.
  • Tatkaal application: 1-3 working days, depending on the clearance of documents.

Tatkaal service is recommended only for urgent travel needs, but applicants must still meet ECNR eligibility and submit valid proof.
