  • Individuals having a two-year diploma from institutes recognised by the National Council for Vocational Training (NCVT) or the State Council of Vocational Training (SCVT) or a three-year diploma from government-recognised institutions, such as polytechnics.
  • Individuals holding a permanent immigration visa in countries like the USA, UK, and Australia.
  • Seamen holding a Continuous Discharge Certificate (CDC), sea cadets or deck cadets.
  • Nurses with a qualification recognised under the Indian Nursing Council Act of 1947.
  • Individuals over 50 years of age.
  • Children below 18 years.
  • Individuals staying abroad for more than 3 years and their spouses.

  • Educational qualification: Matric pass certificate or higher qualification certificate.
  • Professional qualification: Professional degree certificate.
  • Income tax payers: PAN card and last year Income Tax Return (ITR) acknowledgement or statement.
  • Government servants: Identity certificate, No Objection Certificate (NOC) or Prior Intimation Letter (PI).
  • Persons with diploma from NCVT/ SCVT/ government institutions: Pass certificate issued by NCVT/ SCVT/ government-recognised institute.
  • Diplomatic/ official passport holders: Diplomatic passport.
  • Persons above the age of 50 years: Birth certificate issued by the Municipal Authority, school leaving certificate, or secondary school leaving certificate.
  • Children up to the age of 18 years: Birth certificate issued by the Municipal Authority.
  • Nurses passed under Indian Nursing Council Act: Nursing certificate.
  • Persons staying abroad for more than 3 years: Copy of passport.
  • Seamen having CDC, or Sea Cadets and Deck Cadets: Continuous Discharge Certificate (CDC).
  • Persons having Permanent Immigration Visas of the UK, USA and Australia: Copy of immigration visas or the Permanent Resident (PR) card of the country of stay.
  • Spouses and dependent children: Marriage certificate and Birth certificate/ school leaving certificate, respectively.

How to Apply for Non-ECR Passport?

Here are the steps to follow to apply for a Non-ECR passport:

Step 1: Register and log in at the Passport Seva portal.

Step 2: Select ‘Apply for New Passport’ or ‘Reissue of Passport’.

Step 3: Fill in personal, educational, and employment details accurately. Select the ECNR option on the form.

Step 4: Upload documents proving eligibility for Non-ECR status and pay the passport fees.

Step 5: Book an appointment at the nearest Passport Seva Kendra (PSK) or Regional Passport Office (RPO).

Step 6: Attend the appointment with originals, complete biometrics, and undergo police verification if required.

Once approved, the passport will be printed and dispatched to your address.

The cost of a Non-ECR passport is the same as that of a regular Indian passport. The exact amount depends on the type of application and the number of pages selected.

How to Remove ECR Stamp from Passport?

If your passport has an ECR stamp but you now qualify for Non-ECR status, you can apply to remove it. The process involves submitting an application for reissue along with supporting documents.

Steps to remove the ECR stamp from passport:

Step 1: Log in to the Passport Seva portal and choose ‘Reissue of Passport’.

Step 2: Provide updated details such as education, employment, or income.

Step 3: Upload supporting documents,, such as your 10th certificate, degree, PAN with ITR, or professional proof.

Step 4: Pay reissue fees online and book an appointment at the nearest PSK/ RPO.

Step 5: Attend the appointment with the originals of the documents and wait for the police verification, if required.

Step 6: Receive a new reissued passport without the ECR stamp.
