There are approximately 70 lakhs of Central Government pensioners in India, and the government spent Rs.2.54 trillion for 2021-22. After retiring from their service, pensioners must submit annual life certificates or the Jeevan Pramaan Patra to authorised pension disbursing agencies like post offices, banks, etc.
As per the Department of Pension and Pensioners’ Welfare, pensioners can submit their life certificates or Jeevan Pramaan Patra through multiple platforms. As a pensioner, you can manually or digitally submit the life certificate using the following five methods. Let’s find out more.
The government has provided several options for submitting their life certificates to make the entire pension process seamless and hassle-free for senior citizens. The five methods through which pensioners can submit their life certificates are provided below.
The Alliance, which consists of 12 public sector banks, offers ‘Doorstep banking’ to its customers. Through this specific service, PSB Alliance offers the service of collecting life certificates. During the process, a DSB agent comes to the pensioner’s home. However, a pensioner can schedule a service through a doorstep banking mobile application, a toll-free number or a website.
To submit life certificates through doorstep banking, an individual can also follow these steps:
Step 1: Download the doorstep banking app, available in the Google play store.
Step 2: Choose the preferred bank for this service.
Step 3: Enter and validate the pension account number and proceed after viewing service prices.
Step 4: Make the required payment and submit your request.
After submitting the request, you will receive a confirmation SMS followed by the agent’s name. Then the bank representative will come to your doorstep to provide the service.
To submit the life certificate through Jeevan Pramaan Portal, one needs to follow the following steps:
Step 1: Download the Jeevan Pramaan Portal web or Android application, available online.
Step 2: Now, the pensioner or the operator has to register or authenticate the biometric device. Provide the Aadhaar number and mobile number, and then provide the OTP. In the next screen, provide the name and email and click on ‘Scan Finger’. You can also scan the iris using a scanner connected to the device.
Step 3: A message will appear that says ‘Device Registration Successful’. Click on ‘OK’, and the pensioner authentication process begins.
Step 4. Provide the Aadhaar number, mobile and OTP. Then enter information like pensioner name, type of number, PPO number, disbursing agency, bank account number and more.
Step 5. Click on the ‘Scan finger’ option, and the life certificate will be displayed after the biometric verification. You will get the Pramaan ID via SMS.
In November 2020, the Department of Pension & Pensioners’ Welfare successfully introduced the initiative of ‘Doorstep service for submission of Digital life certificate by Postman’. The Indian Post Payment Bank developed this initiative.
To avail of this specific service, you can contact the nearest post office. Besides, you can visit the official website or download the ‘Post info’ app and request doorstep service. Accordingly, the certificate is generated and shared with that pensioner directly. A pensioner can download his/her Pramaan ID without any hassle.
Note: They will charge a nominal fee of Rs.70.
If a pensioner does not wish to appear before the Pension Disbursing Agency (PDA), they can submit their life certificate, which is signed by a designated official.
The CPAO (Central Pension Accounting Office) Scheme booklet states that these pensioners do not have to appear physically. Individuals can find a list of all the designated officials who are eligible to put their signatures on life certificates.
To make the process more seamless, pensioners can submit life certificates using a Face Authentication technology system based on UIDAI Aadhaar software. This method is commonly utilised by the Jeevan Pramaan mobile application. A digital life certificate is generated from any smartphone by capturing a photo of an individual and uploading it to the online platform of Jeevan Pramaan. All you need to do is follow these steps:
Step 1: Download the ‘AdhaarFaceRd’ app.
Step 2: Download the Jeevan Pramaan face application from its website and click on ‘Client Installation Document for Android Face App’.
Step 3: Provide all required information. You will get a link in the registered mail. Click on the link sent to the mail.
Step 4: A file will be downloaded. Then click on the file to install an app.
Step 5: Open the app and provide all required permissions and submit. You will get an OTP on your registered mobile number.
Step 6: Enter the OTP and submit. Then fill in all the required details and click on both checkboxes.
Step 7: Click on the checkbox and scan the live photograph. A window will pop up; select ‘yes’ to continue the process.
Step 8: Click on ‘Proceed’ for face scanning.
Step 9: After this process, a DLC submission comes up on the screen along with PPO no. and the Pramaan ID.
The government has provided various options to ease the submission of life certificates for pensioners. With these multiple options, you can avoid visiting the office of disbursing agency to submit the life certificate physically.
