eAuction Website

eAuction website is a transparent and secure platform for conducting electronic auctions by the Government of India. The National Informatics Centre, Ministry of Electronics and Information Technology has designed this website. The Auction Inviting Authorities maintain and own the contents of this website.

On the eAuction website, online auctions take place in real-time. It facilitates different types of auctions. It allows the suppliers to bid against each other for improving and negotiating their offers. The negotiations conducted on the online platform of this website are considered to be conducted in the most transparent manner.  

HomePage of the eAuction Website

The home page of the eAuction website contains options of ‘Auction Status’, ‘Auction Search’, ‘Department Onboarding’, ‘Bidder Enrollment’ and ‘Login’ option on the top left-hand side. The bidders can enrol on the website by clicking on the ‘Bidder Enrollment’ option. Once they have enrolled themselves, they can log in by clicking on the ‘Login’ button to start bidding for an auction.

The ‘Auction Status’ option allows a bidder to view the status of an auction by selecting the details such as ‘Auction Status’, ‘From Date’, ‘To Date’, ‘Lot Type’, ‘Product Type’, ‘Product Category’, ‘Captcha’ under ‘Search Criteria I’ and clicking on the ‘Search’ button at the end of the page. 

The government department can view the status of an auction upon clicking the ‘Auction Status’ option on the top left-hand side of the home page after selecting the details such as ‘Secretariat’, ‘Organisation’, ‘Department’, ‘Division’, ‘Sub Division’, ‘Branch’, ‘Auction Title’, ‘Published From ’, ‘Published To’, ‘Captcha’ under ‘Search Criteria II’ and clicking on the ‘Search’ button at the end of the page.

The bidders can directly view the status of a particular auction upon clicking the ‘Auction Status’ option on the top left-hand side of the home page after entering the details of ‘Auction ID’ and entering the ‘Captcha’ under ‘Search Criteria III’ and clicking on the ‘Search’ button at the end of the page.

The ‘Auction Status’ option on the top left-hand side of the home page allows a bidder to search auctions by entering the various details such as ‘Lot Type’, ‘Auction ID’, ‘Auction Type’, ‘Department’, ‘Division’, ‘Sub Division’, ‘Branch’, ‘Product Category’, ‘From Date’, ‘To Date’, ‘Captcha’, etc. and clicking on the ‘Search’ button.

The home page also contains tabs such as ‘Active Auctions’, ‘Corrigendum’, ‘Results of Auction’, ‘Auctions By Value’, ‘Auctions By Org’, ‘Auctions By Prod Category’. The bidders can click on these tabs and view the auctions specifically by value, organisation, product category and status.

The home page also shows the data relating to auctions such as ‘Auctions Starting Today’, ‘Auctions Closing Today’, ‘Bid Submission Starting Today’, ‘Bid Submission Closing Today’, ‘Auctions Published’ and ‘Auctions Awarded’.

Different Types of Auctions on the eAuction Website

The eAuction website facilitates different types of auctions such as specialised auctions, commodity auctions, and open or public auctions. For the specialised and commodity auctions, the bidders need to have Class III Digital Signature Certificate (DSC) for signing purposes. The bidders need not have DSC for participating in open or public auctions, but they require a valid mobile number and email id.

The commodity auction facilitates the government departments to carry out the online purchase, sale, and lease auction of various commodities like forest produce, sand mining, scraps, etc. This type of auction is one of the most commonly used process.  

The specialised auctions or limited auctions facilitate the government departments to carry out special types of auctions where bidders are pre-registered against a particular product having the required pre-qualification criteria for that product. In the specialised auction, only the pre-registered bidder will be able to participate.

Open or public auctions are another type of auctions facilitated by the eAuction website, which focuses on the general public’s participation at large. Any interested bidder can place a bid in this type of auction. 

Enrollment of Bidder on the eAuction Website

Any company or an individual wanting to participate or bid in an online auction event is a bidder. The online enrollment of a bidder on the eAuction website is free of cost. The bidder enrollment on the eAcution website is as follows:

• Click on the ‘Bidder Enrollment’ option on the left-hand side of the home page.
• The ‘Online Enrollment of Corporate/Bidder’ application will open.
• The ‘Login ID’, i.e. Email address of the bidder, ‘Correspondence Email’ and ‘Mobile Number’ must be entered.
• Next, if the bidder is a company, the ‘Company Details’ must be filled. If the bidder is an individual, the ‘Contact Details’ must be filled and submitted.

Once registered, the users can log in by clicking on the ‘Login’ button on the top left-hand side of the homepage and entering the ‘Login ID’, ‘Password’, ‘Captcha’ and clicking the ‘Submit’ button. 

Participation by Bidder in Auction on the eAuction Website

A registered bidder on the eAuction website can participate in the bidding of any auction by paying off the Earnest Money Deposit (EMD) amount. The Auction Inviting Authorities can ask the bidders to submit a scanned copy of the cheque, draft, or bank guarantee along with other required documents for the EMD amount. They can also submit a physical copy of the EMD either in person or by post, or courier. 

All the registered bidders who have paid the EMD amount for a particular auction will receive SMS on their registered mobile number upon the change of the bid amount. The documents submitted by the bidders should be digitally signed using their valid DSCs. The bidder commits to sell or buy items at prices submitted by him during an auction by responding to it.
