The Ministry of Road Transport & Highways has been assisting in computerising 1300+ Road Transport Offices (RTOs) across India. RTOs issue a Driving License (DL) and a Registration Certificate (RC) that are valid across India. It became important to define the same standards for these documents on a pan-India level for ensuring interoperability, correctness and timely availability of information.
Ministry assigned the National Informatics Centre the task to standardise and deploy a software VAHAN concerning Vehicle Registration; SARATHI concerning Driving Licenses (DLs) and compilation of data related to DLs in all states and vehicle registration. The VAHAN and SARATHI are intregrated on the Parivahan Sewa Portal.
The Parivahan Sewa Portal digitises the certification and processes for vehicle and license-related services. Anyone in India can access the Parivahan Sewa Portal and find out about their Driving License (DL), Vehicle Registration Certificate (RC), e-challan, etc.

Online Road Tax Payment Through Parivahan Sewa Portal
Commercial vehicles need to pay other state vehicle taxes while entering certain states of the country. This tax is kind of a road tax that the states impose on commercial vehicles. It is generally payable at the check posts situated on the state boundaries. Commercial vehicle owners can pay the check post-tax online.
When the road tax payment is made online, the commercial vehicle is given a receipt with the payment details that can be verified at the checkpoint. The process for making the road tax payment or check post-payment is as follows:
Visit the Parivahan Sewa Portal
Click on the ‘Online Service’ tab on the homepage and select the ‘Check Post Tax’ option.
Click on the ‘Tax Payment’ option at the bottom of the page.
Select the state which you want to go from the drop-down list under the ‘Select Visiting State Name’ option, ‘Service Name’ from the drop-down list and click on the ‘Go’ button.
Enter ‘Vehicle Number’ on the ‘Border Tax Payment’ application page and click on the ‘Get Details’ button next to the ‘Vehicle Number’ field. Some of the fields will be filled in automatically.
Fill in the rest of the details that are not filled in automatically.
Click on the ‘Calculate Tax’ button to calculate the tax and click on the ‘Pay Tax’ button to pay the calculated tax amount.
The payment gateway page will open. Choose the payment gateway and click on the ‘Continue’ button.
After paying the tax, it will redirect to the ‘Checkpost’ page.
Get the printout of the receipt by clicking on the ‘Print Payment Receipt’ option at the bottom of the page next to the ‘Tax Payment’ option.
Check e-Challan Status Through Parivahan Sewa
You can view your vehicle challan status online through the e-challan service on the Parivahan Sewa Portal. There could have been instances where someone knowingly or unknowingly would have violated traffic rules in the past. Anyone can find out their traffic violation status under the Motor Vehicle (MV) Act through the e-challan Parivahan service. The following is the process to check the status:
Visit the e-challan parivahan page and click on the ‘Check Online Services’ option on the left-hand top of the page.
Select the ‘Check Challan Status’ option from the drop-down list.
Enter the ‘Challan Number’ or ‘Vehicle Number’ or ‘DL Number’, enter the captcha and click on the ‘Get Detail’ button.
The details of the issued e-challan and the payment details will appear at the bottom of the page.
Pay Challan and Fines Online Through Parivahan
A person can pay the issued challan or fines online by following the below process:
Visit the e-challan parivahan page and click on the ‘Check Online Services’ option on the left-hand top of the page.
Select the ‘Check Challan Status’ option from the drop-down list.
Enter the ‘Challan Number’ or ‘Vehicle Number’ or ‘DL Number’, enter the captcha and click on the ‘Get Detail’ button.
The e-challan status under the challan status row will appear. Click on the ‘Pay Now’ button under the payment column.
Select the mode of payment to pay the e-challan.
After completing the e-challan payment, a payment confirmation message will come to the registered mobile number with the transaction ID.
Registration Certificate(RC)/Driving License(DL) Status Check on the Parivahan Sewa Portal
The applicants who have completed their Driving License (DL) test and the DL license procedure can check the application status online in the following manner:
Visit the Parivahan Sewa Portal
Click on the ‘Online Service’ tab on the homepage and select the ‘Driving License Related Services’ option.
Select the state where the DL application is filed from the ‘Select State’ option drop-down list.
The respective states’ transport department page will open having multiple options.
From the options, click on the ‘Application Status’ option. A new page will appear.
Enter the ‘Application Number’, ‘Date of Birth’, ‘Captcha’ and click on the ‘Submit’ button.
Upon clicking the submit button, the DL application status will appear.
The procedure to check the Registration Certificate (RC) status after applying for the RC of the vehicle is as follows:
Visit the Parivahan Sewa Portal
Click on the ‘Online Service’ tab on the homepage and select the ‘Vehicle Related Services’ option.
Select the state where the registration certificate application is applied from the ‘Select State’ option drop-down list.
Click on the ‘Vehicle Registration Number’ option and enter the vehicle registration number, select the ‘State RTO’ from the drop-down list and click on the ‘Proceed’ button.
A page will open having multiple options. Click on the ‘Status’ option on top of the page and select the ‘Know Your Application Status’ option.
Enter the ‘Application Number’ (RC application number), ‘Captcha’ and click on the ‘Submit’ button and then the ‘View Report’ button.
The page will display all the details relating to the RC application and its status.
Slot Booking for Driving License Through Parivahan Sewa Portal

Click on the ‘Appointments’ option on top of the page and select the ‘Slot Booking DL Test’ option.
A new page of ‘DL Test Appointments’ will open.
Select the ‘Application Number’ or ‘Learner License Number’ option, enter the application/learner license number, date of birth, captcha and click on the ‘Submit’ button.
After submitting the details, you can select the date and time and book the slot for the DL test.

Parivahan Fancy Number Allocation
Following is the process to apply for a fancy number for a vehicle through the Parivahan Sewa Portal:
Visit the Parivahan Sewa Portal and click on the ‘Online Services’ tab.
Select the ‘Fancy Number Booking’ option. A new page will appear.
Click on the ‘Search by Number’ option at the bottom of the page.
Select the ‘State’ and ‘RTO’ from the drop-down list.
Enter the ‘Numeric Part of Number’, captcha and click on the ‘Check Availability’ button.
If the number is available, a list of the available registration numbers will appear. If the number is not available, a message will be shown saying that the parivahan fancy number is not available.
Parivahan Vehicle Insurance Check
The following is the process to check the vehicle insurance details:
Visit the Parivahan Sewa Portal.
Click on the ‘Information Service’ tab on the homepage and select the ‘Know Your Vehicle Details’ option.
Create an account by clicking on the ‘Create Account’ option on the ‘Citizen Login’ page.
Log in by entering the mobile number and OTP after creating the account.
Select the state from the ‘Select State’ drop-down list, select the ‘State RTO’ and click on the ‘Proceed’ button.
Enter the ‘Vehicle Registration Number’, captcha and click on the ‘Vahan Search’ button.
The RC status and insurance details of the vehicle will display on the page.
PUC Certificate Validity Check
An individual can check the validity of the current PUCC (Pollution Under Control Certificate) online on the Parivahan Sewa Portal by following the below procedure:
Visit the Parivahan Sewa Portal.
Click on the ‘Online Service’ tab on the homepage and select the ‘PUCC’ option.
A new page will appear. Click on the ‘PUC’ certificate tab present on top of the page.
Enter the ‘Registration Number’, ‘Chassis Number’ (last five characters), captcha and click on the ‘PUC Details’ button.
The PUC certificate detail and its validity will appear on the screen.
Apply For RC Transfer Of Ownership/ Change Of Address/ Hypothecation
When a person sells his/her vehicle, the RC ownership of the vehicle must be transferred. It can be transferred online on the Parivahan Sewa Portal in the following manner:
Visit the Parivahan Sewa Portal
Click on the ‘Online Service’ tab on the homepage and select the ‘Vehicle Related Services’ option.
Select the state where the vehicle is registered from the ‘Select State’ drop-down list.
Click on the ‘Vehicle Registration Number’ option and enter the vehicle registration number, select the ‘State RTO’ from the drop-down list and click on the ‘Proceed’ button.
The respective states’ transport department page will open having multiple options.
Select the ‘Apply for Transfer of Ownership, Change of Address, Hypothecation’ option.
Enter the ‘Registration Number’, ‘Chassis Number’ (last five characters), mobile number and verify it with the OTP.
Select ‘Transfer of Ownership’ and enter the new owners’ details, insurance details and vehicle details.
Pay the transfer fees and print a copy of the fee payment receipt.
Submit the required documents, including a copy of Form 29 and Form 30 to the RTO (Regional Transport Office) by speed post or physically.
Apply for Fitness Certificate
Any person can apply for a fitness certificate of the vehicle online but will need to visit the RTO to complete the process. The following is the process to apply for fitness certification:
Visit the Parivahan Sewa Portal
Click on the ‘Online Service’ tab on the homepage and select the ‘Vehicle Related Services’ option.
Click on the ‘Vehicle Registration Number’ option and enter the vehicle registration number, select the ‘State RTO’ from the drop-down list and click on the ‘Proceed’ button.
The respective states’ transport department page will open having multiple options.
Select the option ‘Apply for Fitness Renewal/Re-Apply After Fitness Being Failed’.
Enter the ‘Registration Number’, ‘Chassis Number’ (last five characters), and mobile number, verify it with the OTP, and click on the ‘Submit’ button.
Check the details, select the relevant option for applying for a new fitness certificate or renewal of the fitness certificate and select an appointment slot at the RTO.
Click the tab for calculating the fees and select the relevant box for paying fees online or at the RTO.
If online payment of fees is selected, the payment gateway page will open, and the fees can be paid online.
After the fee has been paid, download the copy of the payment challan and give a copy of the payment challan to the RTO.
Get a Duplicate Fitness Certificate
Any person can apply for a duplicate fitness certificate of the vehicle online but will need to visit the RTO to complete the process. The following is the process to apply for duplicate fitness certification:
Visit the Parivahan Sewa Portal
Click on the ‘Online Service’ tab on the homepage and select the ‘Vehicle Related Services’ option.
Click on the ‘Vehicle Registration Number’ option and enter the vehicle registration number, select the ‘State RTO’ from the drop-down list and click on the ‘Proceed’ button.
The respective states’ transport department page will open having multiple options.
Select the option ‘Duplicate Fitness Certificate’.
Enter the ‘Registration Number’, ‘Chassis Number’ (last five characters), and mobile number, verify it with the OTP, and click on the ‘Submit’ button.
Enter ‘Service Details’, update ‘Insurance Details’, and select an appointment slot at the RTO.
Click the tab for calculating the fees and select the relevant box for paying fees online or at the RTO.
If online payment of fees is selected, the payment gateway page will open, and the fees can be paid online.
After the fee has been paid, download the copy of the payment challan and give a copy of the payment challan to the RTO.
Note Vehicle Alterations
Any person can apply for updating/changing the vehicle parameters, like colour, seating, cap, etc., online but will need to visit the RTO to complete the process. The following is the process to apply for vehicle alteration details:
Visit the Parivahan Sewa Portal
Click on the ‘Online Service’ tab on the homepage and select the ‘Vehicle Related Services’ option.
Click on the ‘Vehicle Registration Number’ option and enter the vehicle registration number, select the ‘State RTO’ from the drop-down list and click on the ‘Proceed’ button.
The respective states’ transport department page will open having multiple options.
Select the option ‘Alteration of Vehicle’.
Enter the ‘Registration Number’, ‘Chassis Number’ (last five characters), and mobile number, verify it with the OTP, and click on the ‘Submit’ button.
Enter ‘Service Details’, update ‘Insurance Details’, upload documents, and select an appointment slot at the RTO.
Click the tab for calculating the fees and select the relevant box for paying fees online or at the RTO.
If online payment of fees is selected, the payment gateway page will open, and the fees can be paid online.
After the fee has been paid, download the copy of the payment challan and give a copy of the payment challan to the RTO.
Apply for NOC
When an individual shifts/moves to another state or sells his/her vehicle to someone residing in another state, the individual must apply a No Objection Certificate (NOC). The following is the process to apply for NOC:
Visit the Parivahan Sewa Portal
Click on the ‘Online Service’ tab on the homepage and select the ‘Vehicle Related Services’ option.
Click on the ‘Vehicle Registration Number’ option and enter the vehicle registration number, select the ‘State RTO’ from the drop-down list and click on the ‘Proceed’ button.
The respective states’ transport department page will open having multiple options.
Select the option ‘Application for No Objection Certificate’.
Enter the ‘Registration Number’, ‘Chassis Number’ (last five characters), and mobile number, verify it with the OTP, and click on the ‘Submit’ button.
Update ‘Insurance Details’, scroll down to the vehicle NOC details and select the state where it is registered and where it is required to be transferred.
Select the reason for NOC and enter the ‘Transferee Name’.
Upload required documents and select an appointment slot at the RTO.
Click the tab for calculating the fees and select the relevant box for paying fees online or at the RTO.
If online payment of fees is selected, the payment gateway page will open, and the fees can be paid online.
After the fee has been paid, download the copy of the payment challan and give a copy of the payment challan to the RTO.
Re-assign Vehicle
Any individual whose vehicle is in another state can apply for re-assigning the vehicle to the home state by following is the below process:

Click on the ‘Online Service’ tab on the homepage and select the ‘Vehicle Related Services’ option.
Click on the ‘Vehicle Registration Number’ option and enter the vehicle registration number, select the ‘State RTO’ from the drop-down list and click on the ‘Proceed’ button.
The respective states’ transport department page will open having multiple options.
Select the option ‘Re-Assignment of Vehicle’.
Enter the ‘Registration Number’, ‘Chassis Number’ (last five characters), and mobile number, verify it with the OTP, and click on the ‘Submit’ button.
Update ‘Insurance Details’, enter ‘Re-Assignment of Number’ details, upload required documents and select an appointment slot at the RTO.
Click the tab for calculating the fees and select the relevant box for paying fees online or at the RTO.
If online payment of fees is selected, the payment gateway page will open, and the fees can be paid online.

Parivahan Vehicle Recall
The design and manufacture of motor vehicles should be as per the applicable standards so that they are safe for usage on roads. Sometimes, after the release of the vehicles to the markets, they may have defects. The importer or manufacturer will inspect and rectify the defects in the vehicle upon complaint of the defects. This activity is known as recall.
A vehicle owner who reasonably believes that his vehicle has environmental or safety-related issues can register a complaint about the problem in his/her vehicle on the Parivahan Vehicle Recall portal.
However, the vehicle owner can register a complaint about vehicle recall if the vehicle is within seven years from the date of import, vehicle manufacturing or retrofit and his/her mobile number is registered in the Vahan portal.
The Joint Secretary (MVL), Ministry of Road Transport and Highways, is the designated officer for vehicle recall. The purpose of the Parivahan Vehicle Recall portal is to provide vehicle owners with an opportunity to register motor vehicle defects centrally that have undue risk to the environment or road safety.
Any person who has a defective vehicle can register his/her complaint and report a problem in the vehicle on the Parivahan Sewa Portal. However, the recall does not guarantee vehicle replacement.
A person needs to go to the Parivahan Sewa Portal and click on the ‘Vehicle Recall’ option under the ‘Online Services’ tab on the homepage. Upon clicking on the ‘Vehicle Recall’ option, the Parivahan Vehicle Recall Portal will open. The vehicle owner needs to log in to the portal and register the vehicle compliant by providing details related to the vehicle and the nature of defects.
The complaint details will be shared with the manufacturer for the necessary investigation and initiation of action if the defect threshold exceeds the required percentage value as per the respective notification for the motor vehicle.
mParivahan App
The mParivahan App is an application designed for DL and RC services, provide basic details about the user’s vehicle, paying road tax, registration of license, etc. The Ministry of Road Transport and National Highways introduced this app. Anyone can download this app on their mobile phone through the Google play store or Apple store.
The mParivahan application allows users to register complaints on transport issues. A user can also send a photo of the problems on the road for follow-up. The vehicle registration section consists of the following details:
Insurance validity.
Vehicle fitness validity.
PUC certificate.
The mParivahan app is available in different languages to suit all users. There are mainly three languages available on the app:

The learners’ license test, DL test, and renewal of RC.
Every state and Union Territory (UT) in India has a Regional Transport Office (RTO). The RTO is a government organisation that maintains the record and monitors all the motor vehicles registered in their respective states/UTs. The RTO offices identify the vehicles that are not taxed. Their role also involves identifying vehicles entering from different states.
An RTO keeps a tab on the vehicles exceeding the prescribed speed limit on the roads and issues challans to such vehicles. They conduct the DL test and issues DL and RC registration of a vehicle. They are also the authority to renew the DL/RC of a person.
Each state and UT has its own RTO office with a certain designated code and their respective official websites. The RTO code list and the official website link is provided in the table below:
The Parivahan Sewa Portal offers many online vehicle and driving license services. Through this portal, people can easily access DL and vehicle services from the convenience of their homes without having to physically visit the RTO offices. It also saves time by helping people quickly book an appointment to get a DL, get a duplicate DL, renew a vehicle registration certificate, renew a vehicle fitness certificate, pay e-challan, pay road tax, etc.

Are the mParivahan and Parivahan Sewa Portal same?
The mParivahan is a mobile application, whereas the Parivahan Sewa Portal is a website. Both the mParivahan app and the website offer vehicle-related services. However, certain services offered differ on the app and website.
For example, a user can check RC details on the website but can only share or download a virtual RC through the app. Similarly, a user can download a virtual driving license on the app but can book a slot for DL only on the website.
Can I rectify any wrong information in the DL application after submission?
Currently, there is no option to rectify details on the DL application once it is submitted. The only option is to contact the zonal office or RTO and carry the original documents to rectify the error or re-apply the application respectively.
Can I reschedule a DL test appointment?
An individual can reschedule his/her DL test appointment on the Parivahan Sewa Portal after cancelling the original DL appointment. To reschedule the appointment, the individual must visit the Parivahan Sewa Portal, click on the ‘Driving License Related Services’ option under the ‘Online Services’ tab and select the state from the drop-down box.
On the respective states’ transport department page, the user must click on the ‘Appointments’ tab on top of the page and select the ‘Cancel DL Test Slot’. After cancelling the DL test, an individual can book a fresh DL test slot.
Why is the website showing as transaction pending when I try to pay the motor vehicle tax online?
When an individual pays the motor vehicle tax through the Parivahan Sewa Portal, the transaction pending message appears if his/her previous transaction for the same vehicle is pending. A new transaction is not possible without completing the settlement of the previous pending transactions. The individual can check the pending transaction status by clicking on the ‘Check Pending Transaction’ option at the bottom of the page.
Can I update or modify my mobile number on the DL through the Parivahan Sewa Portal?
Yes. An individual can update or modify the mobile number on the DL through the following process:
Visit the Parivahan Sewa Portal
Click on the ‘Online Service’ tab on the homepage and select the ‘Driving License Related Services’ option.
Select the state where the DL is obtained from the ‘Select State’ option drop-down list.
The respective states’ transport department page will open having multiple options.
Click on the ‘Others’ tab on top of the page and select the ‘Mobile Number Update’ from the list.
Select ‘Criteria’ as ‘Driving License’, enter the DL-related details, and click on the ‘Submit’ button.
The ‘License Holders’ details will appear. Click on the ‘Proceed’ button.
Enter the new mobile number and the ‘Reason for Change’ and click on the ‘Proceed’ button.
Enter the OTP and click on the ‘Verify button, and a message will appear of successful updation of the mobile number in the DL.
