The government launched the Mission Parivar Vikas on 26th September 2016 to substantially increase access to contraceptives and family planning services in 146 high-fertility districts with a Total Fertility Rate (TFR) of above three. The identified 146 districts are from seven high-focus states.
Objectives of Mission Parivar Vikas
- To bring down the TFR to 2.1 by 2025.
- To provide access to quality family planning alternatives based on information, reliable services and supplies with a rights-based framework.
- To improve contraceptive access by delivering assured services with new promotional schemes.
- To build capacity, create an enabling environment with monitoring and implementation.
- To reduce the population rate to 2.1, i.e., the replacement rate.
- To spread awareness about the use of contraceptives and family planning.
- To change the view of society concerning the use of contraceptive pills, condoms, etc.
- To improve the lives of people in need with large families by raising awareness on not increasing family members.
- To introduce injectable contraceptive methods at the sub-centre level and expand sterilisation services through the family planning insurance scheme.
Features of Mission Parivar Vikas
- The Mission Parivar Vikas mission will launch a new promotional scheme, ‘SAARTHI - Awareness on wheels’, to disseminate strategies for family planning and sensitise the community.
- It will increase sterilisation services by creating awareness about condoms, giving injectable contraceptives at the sub-centre level, pills, etc., to ensure commodity security.
- It will create an enabling capacity-building environment through monitoring and implementation.
- It will utilise the RMNCH+A strategy (a strategic approach to reproductive maternal, child, newborn and adolescent health) for family planning and Family Planning Logistics Management Information System (FPLMIS). The FPLMIS will provide vital information on the distribution and demand of contraceptives to ASHA and health facilities and strengthen supply chain management.
- The government launched a new consumer-friendly website on family planning and a 52-week radio show for couples to discuss family planning and marriage issues.

- Poor and destitute with huge families.
- Lower middle-class people who are hesitant to use contraceptive devices or pills.
- Citizens who consider discussing sex as taboo.
Coverage of Mission Parivar Vikas
The Mission Parivar Vikas will be implemented in 146 districts in the following states:
- Uttar Pradesh
- Bihar
- Rajasthan
- Madhya Pradesh
- Chhattisgarh
- Jharkhand
- Assam
The identified districts in the above states constitute 44% of India’s population.
Strategy of Mission Parivar Vikas
This scheme has a 360-degree strategy approach that addresses the supply and demand side gaps for family planning. The strategy significantly impacts decreasing infant and maternal mortality and morbidity. The following are the strategies of the scheme:
- Providing assured services.
- Maintaining commodity security.
- Increasing human resource development/capacity for better service delivery.
- Establishing an enabling environment.
- Implementing new promotional schemes.
Initiatives under Mission Parivar Vikas
SAARTHI
A fully customised van or bus having interactive communication devices, family planning commodities, education, information, and communication materials will be operationalised in the high-fertility districts to raise awareness and spread family planning messages during this scheme.
Nayi Pehal
Accredited Social Health Activists (ASHA) will distribute a family planning kit to newlyweds under this scheme. The kit includes condoms, contraceptive pills, two towels, a mirror, and handkerchiefs for the husband. It includes a bindi, nail cutter, comb, and a glossy dossier for the wife. They will educate the newlyweds on the importance of family planning.
Saas Bahu Sammelan
The Saas Bahu Sammelan promotes family planning services by providing an engagement platform for pregnant and new mothers and their mothers-in-law.
Mission Parivar Vikas Implementation
As of 2022, The TFR, or the average number of children per woman, reduced from 2.2 to 2.0 between NFHS-5 and NFHS-4. Only five Indian states have TFRs higher than the replacement level of 2.1. India’s Contraceptive Prevalence Rate (CPR) has increased significantly from 54% to 67%.
