Telangana 2BHK Housing Scheme: Eligibility Criteria, Plan, Price & Allocation

The Telangana Government launched the Two-Bedroom (2BHK) Housing Scheme or the Dignity Housing Scheme in 2015 to provide housing to 5.72 lakh unfortunate families in Telangana. Under this scheme, the Telangana Government will provide 2BHK houses to homeless families in the state in a phased manner. The third phase of house distribution under the 2BHK Housing Scheme started on 2 October 2023 to provide 2BHK flats to around 19,000 families. 

What is Telangana’s Two-Bedroom Housing Programme?

The Government of Telangana formulated the Two-Bedroom Housing Scheme in October 2015 to provide dignity to the poor by providing 100% subsidised housing. This scheme helps to protect the beneficiaries in rural areas from debt taken for constructing houses since their earning depend on seasonal conditions. Under this scheme, the beneficiaries do not have to take a loan or contribute to acquire a house. 

Telangana State Housing Corporation Limited is functioning to fulfil the government’s objectives in providing pucca houses to all the eligible beneficiaries under the 2BHK housing scheme. The main aim of the 2BHK Housing Scheme is to meet the housing needs of Telangana residents who are economically underprivileged. The government wants to improve their living conditions by providing houses and ensuring those in need have access to respectable and safe housing.

Eligibility Criteria Under Telangana 2BHK Housing Scheme

• The family should be a BPL family having a Food Security Card in the name of the beneficiary and his/her spouse (in the case of widow, widower or physically challenged). 
• The house will be sanctioned in the name of the housewife of the family. 
• The family must not have a house or must be living in katcha houses, huts or in rented houses.

Telangana 2BHK Housing Scheme Beneficiary Selection

• The District Level Committee will select the villages covered under the 2BHK Housing Scheme. 
• The eligible beneficiaries can apply for the 2BHK Housing Scheme by getting the application from MeeSeva centres. 
• The applications will be collected from the MeeSeva centres or Gram Sabha by the designated officer.
• The preliminary scrutiny of applications will be done at Gram Sabha to select the eligible applications and prepare a list to be forwarded to the Tahsildar of the Mandal for thorough verification of beneficiaries.
• After thorough verification of the list of applicants, the Tahsildar will submit the eligible final list of applicants to the District Collector.
• The list verified by the Tahsildar will be forwarded to the Gram Sabhas for its final approval as per the schedule given by the District Collector.
• The District Collector will approve the list finalised by the Gram Sabha and will be made available to the public. 
• In case of any complaints by the applicants/beneficiaries, the District Level Officer, nominated by the District Collector, will enquire about them and the findings will be placed before the Appellate Committee. The orders passed by the Appellate Committee will be final.

Telangana 2BHK Housing Scheme Distribution

The Telangana Government will distribute 5.72 lakh houses to the less fortunate under the 2BHK Housing Scheme. The Greater Hyderabad Municipal Corporation’s Commissioner and District Collectors have set a guideline to execute the distribution process of 2BHK houses at affordable prices.

The Telangana Government will distribute houses in the following manner to the target groups:

• In rural areas:
  • SC/ST - 50% 
  • Minorities - 7% 
  • Others - 43%   
• In urban areas: 
  • SC - 17% 
  • ST - 6% 
  • Minorities - 12% 
  • Other - 65%

Telangana 2BHK Housing Plan

Under the 2BHK Housing Scheme or Double Bedroom Housing Scheme, houses contain two bedrooms, a hall, a kitchen and two toilets covering a 560 sqft plinth area. In rural areas, the plot area for independent houses is 125 sq yards and in urban areas, the undivided land share in G+ pattern flats is 36 sq yards. Thus, the beneficiaries receive land free of cost apart from the dwelling unit or house.

Telangana 2 BHK Housing Scheme Flat Allocation

• The District Minister and the MLA of the respective Assembly Constituency will sanction two-bedroom houses in a 50:50 ratio and furnish the list of eligible beneficiaries along with the Grama Panchayats and Urban Local Bodies which implements this scheme to the District Collector or Commissioner, Greater Hyderabad Municipal Corporation. 
• The eligibility of beneficiaries will be verified by the Tahasildar of the Mandal and by the Official designated by the Commissioner, Greater Hyderabad Municipal Corporation in the Greater Hyderabad Municipal Corporation area and place it before the Grama Sabha or Ward Sabha. 
• Grama Sabha or Ward Sabha will verify the list of eligibility beneficiaries based on the eligibility criteria and Socio-Economic Caste Census (SECC) data and forward the list to the District Collector or Commissioner, Greater Hyderabad Municipal Corporation. 
• The District Collector or Commissioner, Greater Hyderabad Muncipal Corporation, will get the list submitted by the Tahasildar or designated officials of the Greater Hyderabad Muncipal Corporation, checked by senior District Administration or GHMC officials. 
• In Urban areas, the guidelines issued under ‘Housing for All’ by the Government of India will be followed where funds are joined with ‘Housing for All’ scheme funds.
