The Finance Minister, Smt. Nirmala Sitharaman, presented the Union Budget 2025-26 on 1 Febuary 2025. She proposed to launch various new government schemes in her Budget speech in agriculture, MSMEs, industry, and social security areas. Various new changes were also made to the existing government schemes. Here is the full list of government schemes announced in the Budget 2025.
The government has proposed to undertake a ‘Prime Minister Dhan-Dhaanya Krishi Yojana’ in partnership with states motivated by the success of the Aspirational Districts Programme. This programme will help around 1.7 crore farmers. It will cover 100 districts with low productivity, moderate crop intensity, and below-average credit parameters through specialised measures and the convergence of existing schemes.

The government will launch a comprehensive multi-sectoral ‘Rural Prosperity and Resilience Programme’ in partnership with states. This programme will address agricultural underemployment through investment, technology, skilling, and the invigoration of the rural economy. The aim is to generate significant opportunities in rural areas to make migration an option.

The government will implement the ‘National Mission for Edible Oilseed’ to achieve Atmanirbhrata in edible oils. It will also launch a 6-year ‘Mission for Aatmanirbharta in Pulses’ with a special focus on Urad, Tur, and Masoor. The central agencies, NAFED and NCCF, will procure these 3 pulses for the next 4 years from farmers who register with them and enter into agreements.

A new scheme will be introduced for 5 lakh women, Scheduled Tribes and Scheduled Castes first-time entrepreneurs. This scheme will provide term loans up to Rs.2 crore for the next 5 years. It will incorporate lessons from the Stand-Up India scheme. Under this scheme, online capacity building for managerial and entrepreneurship skills will also be organised.
Saksham Anganwadi and Poshan 2.0 Programme will be launched to provide nutritional support for around 8 crore children, 1 crore lactating mothers and pregnant women all over the country, and 20 lakh adolescent girls in northeastern regions and aspirational districts. Under these programmes, cost norms will be enhanced.
The government is proposing to implement the ‘Bharatiya Bhasha Pustak Scheme’, which offers digital-form Indian language books for schools and higher education. It aims to help students better understand their subjects.
The government will arrange identity cards and registration for online platform gig workers on the e-Shram portal. They will also be provided healthcare under the PM Jan Arogya Yojana. These measures will likely assist around 1 crore gig-workers.
The government will establish a Special Window for Affordable and Mid-Income Housing (SWAMIH) Fund 2 with a Rs. 15,000 crore fund to complete another 1 lakh housing units. This fund will blend finance facilities with contributions from the banks, government and private investors. 50,000 dwelling units in stressed housing projects will be completed under the SWAMIH by 2025, helping middle-class families paying EMIs on loans taken for apartments and rent for their current dwellings.
Currently, more than 1 crore registered MSMEs (Micro, Small and Medium Enterprises) are employing 7.5 crore people and generating 36% of manufacturing in India. Due to their quality products, MSMEs are responsible for 45% of our exports. To help MSMEs achieve higher efficiencies of technological upgradation, scale and better access to capital, the turnover and investment limits of MSME classification are enhanced as follows:

Kisan Credit Cards (KCC) will facilitate short-term loans for around 7.7 crore fishermen, farmers, and dairy farmers. The loan limit under the ‘Modified Interest Subvention Scheme’ will be increased from Rs.3 lakh to Rs.5 lakh for loans taken through the KCC.
The credit guarantee fund for MSMEs and startups is enhanced as follows to improve access to credit:
Customised credit cards will also be launched with a Rs.5 lakh limit for micro-enterprises registered on the Udyam portal, with 10 lakh cards to be issued in the first year.
The Alternate Investment Funds (AIFs) for startups received more than Rs.91,000 crore commitments. The government contribution supports these through the Rs. 10,000 crore Fund of Funds. A new Fund of Funds of Rs.10,000 crore will be set up with fresh contribution and expanded scope.
The government will set up 50,000 Atal Tinkering Labs in Government schools in the next 5 years to cultivate curiosity and innovation and foster a scientific temper amongst young minds.
The PM SVANidhi scheme has benefitted around 68 lakh street vendors, giving them relief from high-interest informal sector loans. This scheme will be revamped with enhanced loans from banks, UPI-linked credit cards with a Rs.30,000 limit, and capacity-building support.
Under the Jal Jeevan Mission, 15 crore households have been provided access to potable tap water connections since 2019, amounting to 80% of India’s rural population. To achieve 100% coverage, the government has extended the Mission until 2028 with an enhanced total outlay. The Mission will focus on the quality of infrastructure and O&M (Operations and Maintenance) of rural piped water supply schemes through ‘Jan Bhagidhari’.
UDAN has fulfilled 1.5 crore middle-class people’s aspirations for speedier travel. This scheme has connected 88 airports and operationalised 619 routes. The government will launch a modified UDAN scheme to enhance regional connectivity to 120 new destinations and carry 4 crore passengers in the coming 10 years. It will also support smaller airports and helipads in hilly, aspirational, and northeast region districts.
The PM Gati Shakti portal will provide access to relevant data and maps to further PPPs and assist the private sector in project planning. The government will also launch a National Geospatial Mission to develop foundational geospatial data and infrastructure. Using PM Gati Shakti, the National Geospatial Mission will facilitate urban planning, modernisation of land records and design of infrastructure projects.
The government will take the following measures to facilitate employment-led growth in tourism:
Under the PM Research Fellowship scheme, the government will provide 10,000 fellowships for the next five years with enhanced financial support for technological research in IISc and IITs.
