PAN-Aadhaar linking is the mandatory integration of a 10-digit Permanent Account Number (PAN) with a 12-digit Aadhaar number, as required by Section 262(6) of the Income Tax Act, 2025. This process prevents tax evasion, duplicate PAN cards and allows the Income Tax Department to track financial transactions efficiently.

Your PAN will become inoperative if your PAN is not linked with Aadhaar. The consequences of an inoperative PAN are:
CBDT Circular 9/2025 provides relief to taxpayers and deductors where a PAN was inoperative due to non-linking with Aadhaar but was later made operative. In such cases, higher TDS/TCS rates under Sections 206AA and 206CC may not apply, provided the PAN-Aadhaar linking is completed within the prescribed timelines. This helps avoid TDS/TCS defaults and related tax demands.
| Payment/Credit Period | Deadline for PAN to Become Operative | Relief Granted |
| 1 April 2024 to 31 July 2025 | On or before 30 September 2025 | Deduction/collection at normal rate and higher rates are not applied |
| On or after 1 August 2025 | Within 2 months from the end of the month in which the payment or credit is made | Same as above |
If the PAN is made operative within the above timelines, the deductor or collector will not be treated as a defaulter for applying normal TDS/TCS rates instead of the higher rates applicable to inoperative PANs.
